Recovery.gov

Recovery.gov was the site that tracked every dollar of the 2009 stimulus — where it went, to which contractor, in which county — and it was the template a decade of open-government work was built on. The board that ran it was wound up in 2015 and the domain no longer resolves in DNS. A site built to make spending permanently auditable is itself no longer readable except in an archive, which is either an irony or a warning depending on how charitable you feel. 59 pages are held here, recovered from the Internet Archive.

Purchases of food with TEFAP ARRA funds continue. During the week of July 6, 2009, contracts for peanut products were awarded. The Agricultural Marketing Service will attempt another deli turkey buy for delivery in September 2009. The Farm Service Agency was unable to procure all the demand for peanut products because of industry capacity issues. States will be given the opportunity to move these orders into future deliveries or order other products. States are working to place new orders for the balance of their funds. Products available for States to order include: ham sliced 2-lb for October 2009 delivery; cheese (reduced fat) 2 lb loaves and 5 lb sliced for January and February 2009 delivery; and peanuts and peanut butter for October and November 2009 delivery. These projects total $936,641,700 or about 81 percent of the total amount of ARRA money received by the Forest Service for wildland fire management, construction and maintenance of facilities, roads and trails, and abandoned mine mitigation. The Agency has obligated $235,277,792through August 28. Outreach - The FS participated in National Minority Enterprise Development week August 26-28 in Washington, DC to promote employment and contracting opportunities through FS recovery projects. Milestones - The FS Recovery Plan includes a series of measurable goals such as the one cited above. The Forest Service has developed a series of milestones in order to better track progress towards the goals. Goals established for financial performance, capital improvement and maintenance activities and wildland fire management have been divided into quarterly increments, or milestones, so the Agency can assess its progress and make strategic adjustments as needed. Impact of ARRA on Tribes - the Agency has completed a draft analysis on the affect of ARRA projects on tribes. Benefits include job opportunities for local tribes and improving habitat and watersheds that support rural subsistence for traditional uses and food sources. In addition, the wildland fire management funds are providing increased wildfire protection for tribal lands through hazardous fuels reduction projects adjacent to communities. Some of the woody material being removed in such projects is being made available for the local tribal forest products industry. Finally, tribes are benefiting from invasive species control on and around tribal lands. Capital Improvement and Maintenance * The Forest Service continues to implement more than $274 million of funding announced for Capital Improvement and Maintenance - trails and facilities. * The Forest Service continues to implement 106 ARRA roads maintenance and associated watershed and ecosystem restoration projects on Forest Service lands in 31 states totaling $228,480,500. * The Forest Service continues implementation of 14 abandoned mine lands projects on Forest Service lands in seven states totaling $19,884,000. * The Forest Service continues implementation of the first set of projects approved under ARRA for Capital Improvement and Maintenance. * The FS monitors program accomplishments achieved through ARRA funding using measures such as "miles of trail maintained to standard." To date, USDA has announced $1.03 billion of the $ 1.15 billion - or 89% - of funds authorized by ARRA for Forest Service projects. Approved Projects - The Forest Service continued implementing the projects approved by Secretary Vilsack under ARRA throughout the nation. These projects total $936,641,700 or about 81 percent of the total amount of ARRA money received by the Forest Service for wildland fire management, construction and maintenance of facilities, roads and trails, and abandoned mine mitigation. Outreach - The FS participated in "Keep Idaho Working," Congressman Walt Minnick's conference to connect Idaho businesses to federal and state contracts, in Boise Idaho. The Agency also took part in the Small Business Conference in Mahnomen, Minnesota to provide training on ARRA-related contracting, and in the 30th Annual California Hispanic Chamber of Commerce State Convention to offer information about ARRA employment opportunities. Benchmark Events - The FShas identified six benchmark ARRA events for USDA to consider highlighting in Ohio, California, Colorado, New Mexico, and Oregon. These projects demonstrate the impact of ARRA on expanding the use of green energy, providing jobs to youth and veterans, increasing economic opportunities to tribes, or improving resources. Impact of ARRA on Green Energy - the Agency began preparations for a report on the impact of ARRA projects on green energy, focusing on alternative energy sources such as wood-to-energy and woody biomass projects, and capital improvement facilities projects that entail reducing energy consumption. FS NIMO Teams and Recipient Reporting - The Forest Service is coordinating required end of year reporting by state, county and local recipients of grants, loans or cooperative agreements with the federal government under ARRA. Over 150,000 recipients nationwide are expected to report and the Agency will use its National Incident Management Organization (NIMO) to coordinate this task. Although NIMO's primary focus is large wildfire management, it will apply the same strategies and skills to efficiently manage the reporting process. Four teams, each with seven Forest Service employees serve in NIMO. Individuals from various teams will participate in the recipient reporting assignment, leaving others available to respond to incidents. Guided by an interagency steering committee and representatives from the Office of Management and Budget and the Recovery Act Transparency Board, during the reporting period of October 1-10 teams will refer recipient questions, coordinate a call center for information technology issues, provide answers to frequently asked questions and more.
